Cluster munitions have killed or maimed thousands of civilians over the last decades. During a conflict, these weapons can spread explosive submunitions over a wide area, causing heavy casualties among civilians. Many fail to explode on impact but cause injury and death years after the end of violence. Now, there are efforts to agree a new international treaty to address their human cost.
