28th International Conference of the Red Cross and Red Crescent - Protecting Human Dignity
The Conference - grouping 181 National Societies, their International Federation, the ICRC and 191 States party to the Geneva Conventions - met in Geneva from 2 to 6 December 2003.



The main theme of the Conference was "Protecting Human Dignity". Its objective was to have participants accept the twofold responsibility underpinning the results of the Conference:

  • to respect the law
  • to reduce the risks related to armed conflicts, disasters and disease, and limit people's vulnerability to their effects.

    The Conference resulted in resolutions, which included a Declaration and an Agenda for Humanitarian Action.
    Through pledges, members committed themselves to carry out individual and collective actions in the humanitarian field.

    Key reports presented to the 28th International Conference cover a range of topics related to the Movement's work, including challenges to international humanitarian law, the contribution made by volunteers, the role of national Red Cross and Red Crescent societies as auxiliaries to the authorities, women in war, the Missing, and climate change.

    The Conference also elected the members of the Standing Commission for the term of office 2003-2007.

    The Conference was preceded by the Council of Delegates, from 30 November to 2 December.

      28th International Conference wrap up
