Summary:
This law starts by defining the following terms: Ottawa Convention, anti-personnel mine, mine, anti-handling device, transfer, movement, mined area, methods and means of dispersing mines, accident, incident, booby-trap and fuse. It makes it an offence to use, produce, sell or stockpile anti-personnel mines, and establishes a system for destroying such mines.

The law sets up a Joint National Commission on Action Against Anti-personnel Mines, together with two supporting bodies, the Joint Technical Sub-Commission on Victim Support and the Joint Technical Sub-Commission for Prevention, Marking, Mapping and Humanitarian Demining.
