31-12-1986 International Review of the Red Cross no 256, p.340-388 National Information Bureau (NIB)  25th International Conference of the Red Cross, Geneva, 23 to 31 October 1986, Resolution 14 The Twenty-fifth International Conference of the Red Cross,
prisoners of war and for civilians during armed conflicts through the establishment of National Information Bureaux (Third Convention, Art. 122; Fourth Convention, Art. 136), noting the obligation of States Parties to the Conventions to institute such Bureaux, considering the National Information Bureaux to be one of the most effective means of protecting victims of armed conflicts, 1. urges States Parties to the Conventions to consider taking such measures as may be necessary to institute their National Information Bureau in peacetime in order for it to fulfil its tasks as soon as possible at the outbreak of an armed conflict, 2. further recommends that States Parties to the Conventions invite their Red Cross or Red Crescent Society as well as the ICRC to lend such assistance needed to establish the National Information Bureau. |
