The Council of Delegates – bringing together all 186 National Red Cross and Red Crescent Societies, their International Federation and the ICRC – met in Africa for the first time, from 23 to 25 November 2009, in Nairobi, Kenya.

From 23 to 25 November, the entire International Red Cross and Red Crescent Movement met in Nairobi, Kenya to adopt new policies and strategies to address today's humanitarian challenges, including internal displacement and migration, the protection of health care in armed conflicts and other situations of violence, the humanitarian consequences of climate change and the regulation of weapons under international humanitarian law. It's the first time ever that the world's largest humanitarian network held a Movement-wide meeting of its leaders in Africa.

The 2009 Council of Delegates logo was created to denote a campaign and a continent. Firstly, it brings out the global "Our world. Your move." campaign, which marked the 150th anniversary of the Battle of Solferino and the 60th anniversary of the 1949 Geneva Conventions, by using the logo of the campaign -- planet earth -- and its slogan.

Secondly, the logo refers to the Africa continent, where the Council of Delegates was held for the first time. To symbolize this, the African continent is highlighted on the globe with African figurines forming a semi-circle.

    DR Congo: giving lost children the chance of a new life
    In August 2008, hostilities resumed between the military of the Democratic Republic of the Congo and fighters of the National Congress for the Defence of the People. Over 250,000 civilians were forced to flee, sometimes repeatedly. In the chaos, families were separated, children were lost. The ICRC works with the Don Bosco centre, an orphanage in Goma, to reunite children with their families.

    Displacement due to armed conflict uproots people from their normal lives, often inflicting untold suffering on them. A new ICRC report, “Internal displacement in armed conflict,” paints a vivid, disturbing picture of this phenomenon.     In February 2009 Francisco, 20, and a friend from his hamlet set off to earn a day's wage and unknowingly stepped into a mine field. Francisco survived, but at a terrible cost. This is his story. In Colombia, many lives are broken in rural communities who continue to suffer due to the use of landmines.

    The Convention on Cluster Munitions - frequently asked questions
    Cluster munitions have unique characteristics that make them a grave danger to civilians. They disperse large numbers of explosive submunitions over wide areas and often fail to explode immediately, leaving a long-term legacy of explosive contamination. States have adopted a new treaty that prohibits cluster munitions and requires specific action to address their humanitarian consequences.

    Health care: one of the first casualties of war
    When armed conflict breaks out, hospitals and health workers are sometimes attacked, ambulances can be prevented from reaching the wounded and a lack of basic services, like water and electricity, can bring surgical procedures grinding to a halt.
