Multinational forces and international humanitarian law

In situations of armed conflict, whether international or non-international, members of military units taking part in a peace operation must respect international humanitarian law when they are actively engaged in armed confrontations against a party to the conflict. When they are not engaged therein, they are considered as civilians, as long as this situation remains unchanged.

The applicability of international humanitarian law to forces conducting operations under United Nations command and control has been reaffirmed in the Bulletin of the Secretary-general of the United Nations, which was promulgated on August 6, 1999, to mark the 50th anniversary of the adoption of the Geneva Conventions of 1949.
